A note on GJ-28 and above: Gujarat has continued adding RTOs for newer districts and sub-divisions, including Surat Rural, Vadodara Rural, Dang (Ahwa), Gandhidham, Botad, Modasa (Aravalli), Devbhoomi Dwarka, Lunawada, Morbi and Chhota Udaipur. Independent sources don’t fully agree on which code maps to which of these offices, likely because codes have been reassigned or added at different times. Rather than publish a specific mapping that might be wrong, we recommend confirming any code from GJ-28 onward directly on the Vahan portal or your vehicle’s RC before relying on it.

Vehicle Registration in Gujarat
To register a new vehicle, visit the RTO with jurisdiction over your address and submit Form 20 along with proof of identity, address proof, the sale certificate, insurance and PUC. The vehicle is physically inspected to verify chassis and engine numbers, registration fees and road tax are paid based on vehicle type and cost, and once approved you receive a permanent registration number (for example GJ05AB1234), with a smart card RC posted to your address. Buying a Used Vehicle in Gujarat
Before buying a second-hand vehicle, match its RTO code against the district on the seller’s RC, confirm the RC status is active, and check for pending e-challans and an outstanding loan (hypothecation), since these stay linked to the vehicle rather than the seller. Once everything checks out, complete an ownership transfer so the RC is updated in your name.
