A Regional Transport Office (RTO) is the government office that registers vehicles, issues driving licences, collects road tax and enforces the Motor Vehicles Act in its area. Every state and union territory has its own network of RTOs, and each office has a code that appears on the number plates of the vehicles it registers. How To Read an RTO Code on a Number Plate

A registration number such as MH-12-AB-1234 has four parts: the two-letter state code (MH for Maharashtra), the two-digit RTO code (12, for Pune), a letter series, and a unique four-digit number. So the first four characters of any number plate tell you the state and the office where the vehicle was registered. A few states work differently: West Bengal gives most offices separate codes for commercial and private vehicles, and Andhra Pradesh has moved to a single state-wide code for new registrations. What Does an RTO Do?

Vehicle registration: registering new vehicles, issuing and renewing registration certificates, and handling ownership transfers, address changes and NOCs.

Driving licences: issuing learner’s licences, conducting driving tests, and issuing and renewing driving licences.

Road tax: collecting road tax at registration and periodically for commercial vehicles; see our road tax guide.

Fitness and permits: inspecting vehicles for fitness certificates and issuing permits for commercial vehicles. Pollution (PUC) certificates are issued by authorised PUC centres rather than the RTO itself.

Enforcement: enforcing the Motor Vehicles Act alongside the traffic police, including traffic rules and penalties.

Most RTO services now start online. Vehicle services such as RC renewal, transfer and road tax run on the Vahan portal, and licence services on Sarathi, with your state selected; you usually only visit the office for a test, inspection or document check.
