India has moved to a uniform smart card driving licence: a durable, credit-card-sized licence with security features that let police and RTOs verify it quickly. New licences are issued as smart cards automatically, and if you have an old one, you can switch to a smart card through the RTO. This guide explains how.

A smart card driving licence is a PVC card, the same size as a debit card, that replaces older paper, booklet and laminated licences. Under the Central Motor Vehicles Rules, licences across India follow a common design, so a licence from any state looks similar and can be verified the same way. The card carries a QR code, and in many states a microchip, linked to your record in the national Sarathi database. That makes it much harder to forge and quick for officers to check.

How To Convert an Old Licence to a Smart Card

If you have a paper, booklet or old-style laminated licence, you can apply for a smart card replacement. Most states let you start online on Sarathi Parivahan and finish at the RTO.

Online (Sarathi Parivahan)

  • Step 1: Go to https://sarathi.parivahan.gov.in and select the state where your licence is registered.
  • Step 2: Under Driving Licence, open Services on DL (Renewal / Duplicate / AEDL / IDP / Others).
  • Step 3: Enter your DL number and date of birth. If your old licence isn’t found, it may not be in the national database yet; see the note below.
  • Step 4: Choose the replacement or duplicate licence service (the exact name varies by state). If your licence is due for renewal, select renewal instead; the renewed licence comes as a smart card.
  • Step 5: Fill in the form, upload the documents, photo and signature requested, and pay the fee online.
  • Step 6: If asked, book a slot and visit the RTO with your original old licence for verification and biometrics.
  • Step 7: The smart card is posted to your address. Track it on Sarathi under Application Status.
How to apply for a smart card driving licence online

At the RTO

You can also go directly to the RTO that issued your licence with your old licence and documents. The staff will help you fill the form, take your photo and biometrics, and collect the fee. Many RTOs now ask you to register online first, so check with your office before you go.

Old licence not in the online system? Very old paper licences may never have been added to the national Sarathi database. In that case, visit the issuing RTO with your original licence and ID proof and ask them to digitise (“backlog entry”) your licence. Once it’s added, you can apply for the smart card and also see your licence in DigiLocker.

  • Address proof: Aadhaar, passport, voter ID or a recent utility bill
  • Age proof: birth certificate, Class 10 certificate, passport or PAN card
