You need one whenever a vehicle is permanently moving to another state, whether through relocation, sale, or inheritance. What Is a Vehicle NOC and When You Need One

The NOC (Form 28 under the Central Motor Vehicles Rules) is issued by the RTO where your vehicle is currently registered, confirming it’s free of unpaid road tax, traffic challans, and legal disputes, and that it hasn’t been reported stolen. Without it, the RTO in your new state cannot register the vehicle, meaning you can’t pay road tax there or complete an ownership transfer to a buyer in that state.

Before You Apply: What Can Block an NOC

The RTO will not issue an NOC until these are cleared, so sort them out before starting the application to avoid a rejection and having to reapply:

An active loan (hypothecation) needs your financier’s written NOC submitted along with your application.
Expired insurance or PUC should be renewed before you apply.
The RTO also typically requires a police clearance confirming the vehicle isn’t stolen or under investigation before issuing the NOC.

How To Apply For a Vahan NOC

Step 1: Go to https://vahan.parivahan.gov.in, select your state, and open Online Services → Vehicle Related Services.
Step 2: Enter your registration number, verify it with the last 5 digits of the chassis number, and select Application for No Objection Certificate.
Step 3: Select the destination state and enter the reason for the NOC (relocation, sale, or similar).
Step 4: Upload the RC, insurance, PUC, address proof for the new state, and ID proof, plus the financier’s NOC if the vehicle has a loan.
Step 5: Pay the NOC fee online and print the acknowledgement along with 3 filled copies of Form 28, since most RTOs still require the printed forms and original documents at an in-person verification.
Step 6: Visit the RTO on your booked slot for chassis and engine number verification and to submit the physical documents.
Step 7: Once approved, download the NOC from Vahan’s “Print No Objection Certificate” service, and also carry a physical copy when the vehicle travels to the new state.

If online NOC services aren’t available for your state, visit your RTO directly with Form 28 (3 copies) and the same documents, and the office will process it manually.

How To Check NOC Application Status

Step 1: Go to https://vahan.parivahan.gov.in (the vehicle services portal; not Sarathi, which is for driving licences) and open Online Services → Know Your Application Status.
Step 2: Enter your application number and the captcha, then submit.

If approved, download the NOC from the “Print No Objection Certificate” service.
If rejected, the specific reason is shown; correct the issue (often a pending challan or a document mismatch) and reapply.

Validity and After You Get the NOC

An NOC is valid for 6 months from the date of issue.
