Vahan Fitness Certificate (2026): Validity, Online Application, Fees & Status

A fitness certificate confirms that a vehicle is safe and roadworthy and meets emission standards. For commercial vehicles it’s one of the most important documents to keep valid, because without it the vehicle isn’t legally allowed on the road. This guide explains which vehicles need a fitness certificate, how long it lasts, how to apply and book the test through Vahan, what’s checked, and what happens if it lapses.

What Is a Vehicle Fitness Certificate?

The fitness certificate (FC), issued in Form 38 under the Central Motor Vehicles Rules, is proof that a vehicle has passed an inspection of its brakes, steering, lights, tyres, emissions and other safety-critical parts. Under the Motor Vehicles Act, a transport vehicle isn’t treated as validly registered unless it carries a valid fitness certificate, which is why it matters so much for taxis, buses, trucks and other commercial vehicles.

Where the Fitness Test Is Done

Traditionally, fitness was checked manually by a motor vehicle inspector at the RTO. The government has been moving testing to Automated Testing Stations (ATS), where machines measure brake performance, headlight alignment, suspension, emissions and more, and the results are uploaded directly to Vahan. The rollout is being phased in by vehicle category and region, so depending on where you are, your test may be at an ATS or still at the RTO. How To Apply for a Fitness Certificate Online

  • Step 1: Go to https://vahan.parivahan.gov.in, open Online Services → Vehicle Related Services, and enter the registration number.
  • Step 2: Choose the fitness certificate service (renewal of fitness for existing vehicles).
  • Step 3: Verify with the last five characters of the chassis number and the OTP sent to your registered mobile number.
  • Step 4: Upload the documents, pay the fitness fee and any late fee online, and book a test slot at the RTO or ATS.
  • Step 5: Take the vehicle and original documents for the test on the booked date. If it passes, the certificate is issued and recorded on Vahan, and you can print it from the portal.

What the Fitness Test Checks

Inspectors and automated test lanes typically check brakes, steering and suspension, tyres, headlights and indicators, horn, wipers, mirrors and seat belts, as well as exhaust emissions. They also match the chassis and engine numbers with the RC. For commercial vehicles, they check for required safety fitments such as reflective tape, speed limiting devices where applicable, and any body modifications that don’t match the registration. A full service before the test and fixing any obvious faults beforehand makes a failure much less likely.

Fees and Late Charges

Fitness test and certificate fees depend on the vehicle category, and were revised upward in 2021, with higher charges for older vehicles to encourage replacing them. If a commercial vehicle’s certificate has already expired, a late fee applies for the delay on top of the normal fee. The Vahan portal calculates the full amount when you apply.

What Happens If the Certificate Expires

A transport vehicle without a valid fitness certificate is treated as not validly registered, so driving it can attract the penalties for driving an unregistered vehicle, and the vehicle can be detained. An expired certificate can also hold up other services, such as permit renewal and ownership transfer, and may create problems with an insurance claim. If a vehicle repeatedly fails, or repairs would cost more than it’s worth, scrapping it through a registered facility may be the better option.
