West Bengal has close to 100 RTO codes, more than most states, because it gives many offices two codes: one for commercial (transport) vehicles and one for private (non-transport) vehicles. So Howrah, for example, uses WB-11 for commercial vehicles and WB-12 for private ones. How To Read a West Bengal Registration Number
A number such as WB-12-AB-1234 has four parts: WB for West Bengal, the two-digit RTO code (12 here, Howrah private vehicles), a letter series, and a unique four-digit number. Because most offices have separate commercial and private codes, the RTO code tells you both where a vehicle was registered and, in most cases, whether it was registered for private or commercial use.

Codes to verify: directories list a few codes differently, notably WB-18, WB-36, WB-44, WB-48, WB-50, WB-70 and WB-94, which some sources assign to a nearby office. Codes WB-75, WB-80, WB-98 and WB-99 are also attributed differently between sources (with Katwa, Manbazar, Canning and Kandi among the offices named). What West Bengal RTOs Do
RTOs in West Bengal, working under the state Transport Department, handle vehicle registration and ownership transfers, driving licences, road tax collection, permits for commercial vehicles, and fitness certificates. In Kolkata, these functions are carried out by the Public Vehicles Department at Beltala and its units at Kasba, Salt Lake and Behala; elsewhere, by district and sub-divisional motor vehicles offices.
Registering a Vehicle in West Bengal
For a new vehicle, the dealer usually handles registration through Vahan. The application (Form 20) is filed with the sale certificate (Form 21), the manufacturer’s roadworthiness certificate (Form 22), valid insurance, your address proof and PAN card or Form 60, and the invoice. Road tax and fees are paid, the RTO verifies the details, and a permanent WB number is allotted in your office’s series. Road Tax in West Bengal
West Bengal calculates road tax for private cars on the vehicle’s value and engine size, and has offered owners a choice between a lifetime tax and a shorter-period tax, with rates revised by the state from time to time.
